Training Supervisor

The Training Supervisor is responsible for leading the development, implementation, and continuous improvement of training and workforce development programs for a large, PSM-regulated chemical manufacturing complex. This position leads the site Training Department and ensures employees and contractors have the technical knowledge, competencies, certifications, and regulatory training necessary to support safe, reliable, and efficient plant operations. The role oversees technical and SHE training, learning management systems, competency development, regulatory compliance, and succession planning while partnering closely with Operations, Maintenance, SHE, Engineering, and site leadership.

• Lead the site Training Department, including Technical Trainers, SHE Trainer, and LMS Administrator.
• Develop and implement technical training, skills development, and learning initiatives aligned with plant operating objectives and workforce needs.
• Establish and maintain competency-based training and qualification programs for employees working within a high-hazard chemical manufacturing environment.
• Ensure technical training programs support OSHA requirements, Process Safety Management (PSM), environmental compliance, and other applicable regulatory requirements.
• Oversee new-hire onboarding and qualification processes to ensure employees are effectively prepared for their assigned responsibilities.
• Conduct training needs assessments and develop site training plans based on operational requirements, competency gaps, regulatory requirements, and business priorities.
• Own the site's Learning Management System (LMS) strategy, administration, reporting, and continuous improvement.
• Use training metrics, completion rates, competency assessments, and gap analysis to evaluate program effectiveness and identify improvement opportunities.
• Maintain accurate, audit-ready training records, certification documentation, and required training matrices.
• Coordinate training documentation and support internal and external regulatory audits.
• Monitor regulatory requirements and ensure required training programs and materials remain current.
• Develop, manage, and continuously improve onsite certification and qualification processes.
• Mentor and develop trainers and subject matter experts in curriculum development, instructional methods, and effective delivery techniques.
• Partner with site leadership to identify critical workforce capabilities and develop succession pipelines for key operational and technical positions.
• Drive SHE training initiatives for employees and contractors and measure program effectiveness.
• Coordinate site training events and utilize external training providers and development resources when appropriate.
• Develop and maintain training policies, procedures, standards, and documentation.
• Promote a strong culture of process safety, behavioral safety, regulatory compliance, and continuous learning.

• Minimum of 10 years of experience in training, learning and development, workforce development, or a related discipline, including at least 3 years within a specialized training function.
• Bachelor's degree in Business, Adult Education, Training and Development, or a related discipline preferred.
• Associate degree combined with a professional training qualification and 10+ years of relevant chemical industry experience may be considered.
• Demonstrated experience developing and implementing competency-based technical training programs within a high-hazard, regulated manufacturing environment.
• Experience developing training programs directly connected to process safety, regulatory compliance, workforce competency, and operational performance.
• Strong understanding of OSHA requirements and Process Safety Management (PSM) training requirements.
• Knowledge of EPA and environmental compliance training requirements preferred.
• Experience developing and maintaining regulatory training matrices, certification requirements, documentation standards, and audit-ready training records.
• Experience with Learning Management Systems (LMS), training software, and Microsoft Office applications.
• Strong knowledge of adult learning principles, instructional design, competency-based evaluations, and learning and development processes.
• Experience designing and delivering classroom, e-learning, blended learning, and hands-on technical training programs.
• Demonstrated leadership, coaching, facilitation, and employee development skills.
• Experience developing professional and/or leadership development programs.
• Ability to partner effectively with Operations, Maintenance, SHE, Engineering, HR, and plant leadership.
• Training certifications such as Train-the-Trainer, DDI, Zenger Miller, or similar credentials are preferred.
